Isabel Lillard, as the Director of Construction Engineering - East, provides day-to-day guidance of the District of Columbia/Maryland and Virginia area and has departmental oversight over the Mid-Atlantic division. She is also the point of contact for support to our subsidiaries and select, non-districted Large Projects, such as FlatironDragados projects in Quebec, Canada. Isabel played a crucial role in the Hampton Roads Bridge & Tunnel project, which is Virginia’s largest highway construction endeavor. She manages key aspects of construction engineering, including:
- Bridge erection
- Marine engineering
- Support for tunnel boring operations
- Crane trestle management
Isabel was also involved in planning the means and methods for other project wins, such as:
- Long Bridge-North Package and Franconia-Springfield Bypass Project
- Susquehanna River Rail Bridge Replacement Program
- Virginia Beach Flood Mitigation
- Collaborating with E.E. Cruz on technical work for the Battery Park project.
