FlatironDragados announced that Joe Sheehan has been named President of SPC Construction Co. LLC, a company with deep expertise and a heritage of construction excellence in New York and New Jersey. In this role, he will lead SPC's overall business and operations, with a continued focus on its people, operational excellence, client relationships and the disciplined growth of the company.
In 2025, FlatironDragados launched SPC Construction, a subsidiary bringing together the expertise and talented people of its New York/New Jersey area civil construction businesses — Schiavone Construction Co. LLC, John P. Picone, Inc., and E.E. Cruz & Company, Inc. The integration of these highly successful organizations with deep industry knowledge created an even stronger organization with extensive marketplace presence in the New York metropolitan area.
“This move recognizes both what Joe has accomplished and the leadership he will continue to provide as SPC moves forward,” said Javier Sevilla, FlatironDragados Chief Executive Officer. “Over the years, Joe has helped grow the business of these subsidiaries from traditional utility and highway work into a broader portfolio of complex transportation and infrastructure projects — including bridges, deep foundations and geotechnical work.”
Sheehan has more than 30 years of experience in the engineering and construction industry and has been a key leader in the growth and evolution of SPC. He previously served as President of E.E. Cruz & Company and, most recently, as Chief Operating Officer of SPC.
Sheehan holds a Bachelor of Science degree in Civil Engineering from Villanova University and is a licensed Professional Engineer in New York and Connecticut. He is a member of the executive committees for The General Contractors Association of New York and the Building Trades Employers Association. He is also a member of The Moles.
