Javier Sevilla

Chief Executive Officer 

Javier leads FlatironDragados as Chief Executive Officer — leveraging more than 24 years of experience in civil construction leadership in the United States, Canada and Europe.

During Javier’s tenure, the company expanded into new geographies and diversified its project portfolio beyond transportation, while embracing progressive and collaborative contracting methods. Javier’s emphasis on innovation, client satisfaction, community and employee engagement, and operational excellence has enabled higher quality project delivery, industry-leading safety results and long-lasting client relationships.

Prior to joining the Flatiron as the Chief Operating Officer in 2013, Javier was CEO of Pulice Construction -- our heavy civil general engineering contractor and construction management subsidiary.

Javier built the foundation for his career in Spain at the project level. He served as Project Director for the Perpignan-Figueras high-speed rail project creating the rail link that connected cities in France and Spain. As his career progressed, he became District Manager in the Catalonia region of Spain. Javier has a master’s degree in civil engineering from the University of Granada in Spain.

Mirsad Hairlahovic

Chief Operating Officer 

As the Chief Operating Officer of FlatironDragados Canada, Mirsad oversees a company with a diverse portfolio of infrastructure projects − from both the size and type. These include complex undertakings such as landmark bridge construction, light rail transit systems, light rail segment expansions, highways, energy infrastructure and marine works.  

Mirsad’s guides the company to ensure operational excellence and integrity at every level, while aligning the projects’ delivery with corporate strategy and client expectations.

Additionally, Mirsad drives long-term business growth in active infrastructure markets and corporate strategic markets. He collaborates closely with senior leadership, clients and public stakeholders to develop solutions that meet the evolving demands of Canada's infrastructure business. He oversees risk management and contract execution as well as workforce development and sustainable leadership.

Gzregorz Sokolowski

SVP – Finance

Greg Sokolowski brings more than 20 years of experience in the corporate finance area, with  analysis and cash management being his fields of expertise. He joined the company in 2003 and throughout his professional career he has worked across diverse jurisdictions including Spain, Poland and Canada both at project and corporate levels gaining a global perspective on financial management in construction.

Holding a dual Master’s degree with honors from the Warsaw School of Economics (Poland) in Finance and Banking as well as International Economic Relations, Greg combines extensive hands-on experience with a strong academic foundation.

Adam Brody

SVP & General Counsel

Adam joined the company as legal counsel in 2013 and now leads the Canadian legal department. Adam provides leadership and strategic guidance to key company initiatives including the company’s government relations strategy, competition and compliance matters, and information technology and privacy law matters. Currently, Adam acts as Data Privacy Officer for Canada. 

Adam acted as lead on various Canadian landmark projects including Eglinton Light Rail Transit, Gordie Howe Bridge and West White Rose Concrete Gravity structure projects. 

He earned his J.D. from Queen’s University in Ontario and his B.A. Hons from Concordia University in Montreal.

Rafael de la Barreda

SVP – Preconstruction & Western Canada

Rafael began his career in the organization in 2001 managing a variety of tunneling, highway, bridge, water and dam projects throughout Spain.

Rafael transitioned to North America where he served as Executive Vice President for Florida and for the Mid-Atlantic and Northeast areas. In that role, he focused on major public-private partnership pursuits. His major projects include Site C Dam, Surrey-Langley Skytrain, Centerm Port Expansion, Eglinton Crosstown West Extension and the Portsmouth Bypass.

Rafael holds a Master of Science in Civil Engineering from the Polytechnic University of Madrid as well as an Executive Master of Business Administration from the Instituto de Empresa in Spain.

Eduardo Galnares

SVP – Canada East 

Eduardo brings more than 30 years of international experience in the construction and infrastructure sector, with a strong track record of leading large-scale, multibillion-dollar projects across Europe and North America. Since 2015, he has served as Senior Vice President for Canada East, overseeing the successful execution of initiatives with a focus on performance, stakeholder collaboration and strategic leadership.

Eduardo holds both a Bachelor’s and a Master’s degree in Civil Engineering from the University of Cantabria in Spain, providing a strong technical foundation that complements his extensive leadership experience.

Tarik Chouqi

VP – Operations, Quebec

Tarik joined the company in 2018 with a focus on public-private partnerships. His nearly 30 years of experience in engineering and construction management spans Canada and Europe on bridges, highways, light rail transit, powerhouses, mining and transmission lines projects.

Helping expand our presence in Canada, Tarik led the teams that achieved winning bids for the Île aux Tourtes Bridge (PIAT) project and the Îlele-d'Orléans Bridge (PIO) project.

Tarik holds a Master of Engineering degree in Civil Engineering from Polytechnique Montréal in Quebec and a Bachelor of Engineering degree in Civil Engineering from Universitatea Tehnică de Construcții in Bucharest, Romania.

Jose Luis Conesa

VP – Large Projects

Jose Luis joined the organization in 1985, and has served as Project Director on multiple major projects around the world, including:

•    Autoroute 30 in Quebec
•    Champlain Bridge in Quebec
•    Ille Tourtes Bridge in Quebec
•    Caruachi Dam in Venezuela
•    Mojo Road in Ethiopia
•    Waterford Bypass in Ireland

He holds a Bachelor’s in Civil Engineering from the Polytechnical University of Madrid.

Jorge Marin

VP – Large Projects 

Joining the organization in 1995, Jorge rose through the ranks from Field Engineer to Project Engineer, Project Manager and then Project Director. Jorge has a strong focus on hydrological projects including Dams and Generation Stations.

Jorge's current portfolio of projects includes Site C Dam & Generation Station and the Surrey-Langley Skytrain. He works closely with the Pre-Construction teams. Additionally, Jorge had significant roles on: Underground Millares Powerhouse, Beni Haroun Dam & Pump Station, Alicante Ring Road, Perthus Tunnel, Portugues Dam and Ruskin Dam.

He holds a Master’s in Civil Engineering from Polietecnica de Valencia University in Spain.

Dwayne Serafin

VP – Large Projects

Dwayne joined the company in 2019 as Construction Manager. He was the Deputy Project Director at West White Rose project, in Argentia, Newfoundland, and at Ponts I'sle D'orleans in Quebec City. Additionally, Dwayne has held numerous key management positions in heavy civil construction projects across the northeast U.S. and  throughout Canada.

He is experienced in building new and rehabilitation of hydro projects and bridges, mine site development and offshore jetties and drilling concrete gravity structures. Dwayne also works with pre-construction on estimating and project pursuits.

Dwayne graduated with honors from Mohawk College – Hamilton, Ontario, with a degree in Construction Engineering.

Stephanie Hun

VP – Business Development

Stephanie brought 20 years of experience in business development, strategic planning and marketing communications across the engineering and construction industry to the company. She has worked across North America, Asia and Australia in sectors such as power, transportation and marine. 

In 2025, Stephanie was honored with the Outstanding Woman in Construction Award at the Vancouver Regional Construction Association Awards of Excellence. She is a member of Women in Roadbuilding & Heavy Civil Construction, a Board Director of British Columbia Construction Roundtable, President of Canadian Construction Women and Co-Chair of National Women’s Infrastructure Network Awards.  

She holds a degree in Communication from Simon Fraser University.

David Espino

VP – Preconstruction
A member of the Canada team for six years, David directs preconstruction strategy in Canada with a focus on collaborative delivery models, building a de-risked portfolio and expanding into new sectors.  

Over more than two decades with the company, David progressed from field engineer in Spain to Project Director assignments in Greece and Ireland, later serving as Canada Corporate Commercial Director. He applies extensive PPP structuring and commercial experience to shape procurement, optimize risk allocation and enable predictable outcomes.  

David holds a Master of Science, Civil Engineer degree from Universidad de Cantabria in Spain.

Erica Myers

Director, Human Resources

Erica brought a strong background in human resources strategy, labour and employee relations and employee engagement when joining the company in 2025.

Previous experience includes employee engagement research to drive culture-enhancing initiatives, implementation of Dayforce for human resources, applying strategic human resources skills during company integrations , executive leadership change communications and workforce transition planning. She collaborates across the company with leadership, people managers and other organizations.

Erica holds a Bachelor of Commerce from Ryerson University (now Toronto Metropolitan University), majoring in Human Resources Management and minoring in Finance.

Pete Walton

Director, Health & Safety

Pete has a career in safety leadership from overseeing safety on projects then to becoming Director of Health & Safety for Canada, since joining the organization in 2007. He currently works with Proposals, Construction Engineering, Operations and Environmental teams.

He is proud to have been a major contributor to 35W Bridge Replacement in Minneapolis, Port Mann Bridge near Vancouver, Shell Sharkbite Bridge in Alberta, Northeast and Northwest Anthony Henday highway projects in Alberta, as well as the Saskatoon Ring Road.

Pete holds a diploma for Plastics Engineering Technology from the Northern Alberta Institute of Technology.
