Javier Sevilla

Chief Executive Officer


Javier leads FlatironDragados as Chief Executive Officer — leveraging more than 24 years of experience in civil construction leadership in the United States, Canada and Europe.

During Javier’s tenure, the company expanded into new geographies and diversified its project portfolio beyond transportation, while embracing progressive and collaborative contracting methods. Javier’s emphasis on innovation, client satisfaction, community and employee engagement and operational excellence has enabled higher quality project delivery, industry-leading safety results and long-lasting client relationships.

Prior to joining the company in 2013 as Chief Operating Officer, Javier was CEO of Pulice Construction  -- our  heavy civil general engineering contractor and construction management subsidiary.

He built the foundation for his career in Spain at the project level. He served as Project Director for the Perpignan-Figueras high-speed rail project creating the rail link that connected cities in France and Spain. As his career progressed, he became District Manager in the Catalonia region of Spain. Javier has a master’s degree in civil engineering from the University of Granada in Spain.

Richard Grabinski

Chief Operating Officer

Richard serves as Chief Operating Officer in the U.S. and leads our strategy development by focusing on collaborative contracts, emerging market trends and marketplace opportunities to enable long-term, sustainable business growth. Richard also leads and coordinates many support departments to ensure business strategies result in exceptional operational results.  With a background in operations, Richard also serves as senior executive representative for several complex high-profile projects throughout North America.

Richard shares his 30 years of industry expertise by serving on the boards of International Partnering Institute, The Beavers Organization, California Alliance for Jobs and the AGC of California Statewide Caltrans Liaison. He holds a Bachelor of Science degree in Civil Engineering from Santa Clara University and is dedicated to making the heavy civil construction industry and enriching career opportunity for all.

Todd Bennett

EVP & Chief Financial Officer

Todd leads overall planning and management of financial matters including oversight of complex project accounting and disciplined financial forecasting.

Todd has more than 20 years of experience at the company in both field operations and corporate roles. Prior to becoming CFO, he led the Audit, Financial Operations and Treasury departments. He also provided leadership for the implementation of economic information and planning systems.

Todd holds a Bachelor of Science degree in Finance from the University of Arizona. He also received a Master of Business Administration degree from Regis University.

Rachel Mockler

EVP & General Counsel

Rachel brings deep industry and operational knowledge as well as superior legal expertise. She joined the company in 2014, bringing 15 years of diverse experience.

Previous roles for Rachel include representing an energy company in Vancouver and High Speed 1 Railway in the United Kingdom. In May 2024, Rachel was inducted as a fellow of the Canadian College of Construction Lawyers. In 2022, Rachel was a finalist for the Western Canada General Counsel of the Year award.

Rachel earned an LLB, Law Degree and German Law Degree from the University of Liverpool. She also studied German Law at Westfälische Wilhelms-Universität Münster in Münster, Germany.

Dale Nelson

EVP – USA West

Dale has more than 30 years of experience in the heavy civil construction industry. He provides operational leadership for the Southwest and Central Divisions and leadership for the corporate Health & Safety program and the Environmental team.

Dale serves as the senior executive representative for several high-profile projects in California, Colorado, Arizona and Texas - including the Los Angeles Metro Highway 105 CM/GC project and the San Diego International Airport Terminal 1 Progressive Design-Build project.

Dale holds a Bachelor of Science degree in Civil Engineering from the California State Polytechnic University in Pomona and is a Registered Civil Engineer in the State of California.

Jim Schneiderman

EVP – Mid-Atlantic

Jim brings to his role nearly 30 years of experience in the heavy civil construction industry. Under his leadership, the organization expanded its footprint in the Mid-Atlantic region and completed several significant projects such as the Rodanthe Bridge project, the Wellsburg Bridge project and the Winston-Salem Northern Beltway project. Jim is our senior executive representative for the Hampton Roads Bridge - Tunnel Expansion project in Virginia.

Jim holds a Bachelor of Science degree in Civil Engineering from Iowa State University. He is a licensed Professional Engineer in Florida and a licensed General Contractor in Florida, Georgia, Virginia and Tennessee.

Jesus Diez de Ulzurrun

EVP – Subsidiaries

With more than 20 years of engineering and construction experience, Jesus provides executive leadership for FlatironDragados subsidiaries. Jesus began his career with our organization as a project manager and progressed through leadership roles to become Vice President of Operations for Prince Contracting before being named to his current position.

Jesus helped expand the company’s presence in the U.S. market and provided leadership on some of the most important projects on the East Coast.

Throughout his career, Jesus has specialized in construction and management of major highway and bridge design-build projects and P3 projects. He holds a Bachelor and Master of Civil Engineering from Universidad Alfonso X, Madrid.

Matthew T. Schatz

EVP – Human Resources

Matt has more than 20 years of experience in labor and employment law, legal compliance and human resources management.  As a strategic leader, he provides guidance on a broad spectrum of workforce-related matters, helping FlatironDragados navigate complex HR and legal challenges with a people-first, values-driven approach.

Matt leads his team in cultivating a high-performance culture centered on employee development, recruitment, retention and continuous  improvement. Under Matt’s leadership the HR function supports the company’s projects and subsidiaries, aligning people strategies with overall business objectives.

Matt is a licensed attorney and holds an undergraduate degree in political science and economics from Drew University and a JD from New York Law School.

Ramon Fiuza

EVP – Large Projects

Ramon provides executive leadership and oversight for the company’s largest and most complex infrastructure projects. He brings to this role more than 35 years of experience in the delivery of large and complex construction projects throughout North America, Africa and Europe. 

In Canada, Ramon contributed to the South Fraser Perimeter Road P3 project before being appointed Senior Vice President for Western Canada. In the United States, he has held leadership positions across the western and southwestern regions, as well as in Hawaii. He is currently based in Atlanta.

Ramon holds a Master's in Civil Engineering from the Polytechnic University of Madrid.

Fernando Gonzalez Alcaniz

EVP – Finance

Fernando has more than 25 years of experience in the construction industry, in the corporate finance field across North and South Americas. 

While CFO of Dragados in North America, Fernando was responsible for the accounting, finance, risk management and tax departments. He was actively involved in the acquisition and integration of SPC Construction, Pulice, Prince and J.F. White.

Currently Fernando is responsible for financial planning and analysis, treasury, insurance, as well as mergers and acquisitions. 

Fernando has a Master of Business Administration from Cornell University in New York and a Bachelor of Business Administration from Universidad Complutense de Madrid.

David Cunningham

With more than 30 years of leadership experience in human resources management, organizational development and organizational effectiveness, David is responsible for shaping and executing the company's long-term strategy and strengthening the overall value proposition. He is responsible for employee communications and engagement activities to foster an inclusive work environment.

David joined the organization in 2016 as the Director of Human Resources. During his tenure he held roles of progressive responsibility including SVP of Human Resources. David holds a Bachelor of Arts from California State University in Northridge and is a graduate of the Executive Development Program at the University of Virginia Darden School of Business.

Sven Stranzenbach

SVP – Risk Management

Sven leads FlatironDragados risk management function with the goal to protect the company’s balance sheet by developing and implementing appropriate risk identification, mitigation and transfer strategies for our contracts. 

Sven joined the greater parent organization in 2002 and moved to the U.S. in 2008. During his career, he has led various finance, risk management and operations roles in Europe and North America.

Sven earned a Diploma degree in Civil Engineering from RWTH Aachen University in Germany and a Master of Science degree in Construction Management and Economics from the University of Birmingham in the United Kingdom.
