Javier Sevilla
Chief Executive OfficerJavier leads the FlatironDragados group of companies as Chief Executive Officer, bringing more than 25 years of civil construction leadership experience across the United States, Canada and Europe.
He played a key role in transforming the business into a broader, more dynamic infrastructure construction leader. He has helped expand the company into new geographies, diversify its portfolio beyond transportation, and strengthen its ability to deliver complex projects with confidence and discipline. A strong advocate for collaborative delivery, Javier has positioned the company to build deeper client relationships, align around shared goals and pursue lower-risk, higher-value opportunities.
Javier is known for his strategic, people-first leadership and commitment to an organization where safety comes first, employees are empowered, and clients are at the center of every decision. His focus on innovation, operational excellence and long-term client value has contributed to industry-leading safety performance and enduring partnerships.
Javier joined the Flatiron team in 2013 as the Chief Operating Officer and was later promoted to President and finally Chief Executive Officer in 2024. Prior to joining the Flatiron, Javier was Chief Executive Officer of Pulice, a construction company delivering complex heavy civil infrastructure in Texas, Arizona and across the Southwestern United States.
Javier began his career in Spain at the project level, including serving as Project Director for the Perpignan-Figueras high-speed rail project connecting France and Spain. He later served as District Manager in Catalonia. Javier holds a master’s degree in civil engineering from the University of Granada in Spain.
Richard Grabinski
President, FD USARichard serves as President, FD USA, and leads the transformation of the company, with a focus on diversifying our project portfolio by winning the right work, strengthening our position in existing markets and expanding into high-growth sectors. He helps position the company for sustained, predictable growth while enhancing resilience and long-term value of the business. With a background in operations, Richard also provides executive oversight for P3 opportunities, strategic pursuits and major projects.
An industry leader with more than 30 years of industry experience, Richard shares his expertise by serving or having served on the boards of International Partnering Institute, The Beavers Organization, California Alliance for Jobs and the AGC of California Statewide Caltrans Liaison. He holds a Bachelor of Science degree in Civil Engineering from Santa Clara University and is committed to advancing the heavy civil construction industry while inspiring the next generation of leaders.
Dale Nelson
Chief Operating Officer, FD USAWith more than 30 years of experience in the heavy civil construction industry, Dale has built a reputation for operational leadership and successful delivery of complex infrastructure projects. As Chief Operating Officer for FD USA, he focuses on strengthening operational excellence throughout FD divisions and subsidiaries, improving the predictability of project outcomes, and leveraging the full capabilities of our organization to deliver safe, high-quality projects for our clients.
By fostering collaboration and sharing best practices across the enterprise, Dale helps build an agile, scalable operating model that focuses on delivery for our clients and supports sustained, profitable growth. He also provides executive oversight for all Data Center activities.
Dale holds a Bachelor of Science degree in Civil Engineering from the California State Polytechnic University in Pomona and is a Registered Civil Engineer in the State of California.
Todd Bennett
EVP & Chief Financial OfficerTodd leads overall planning and management of financial matters including oversight of complex project accounting and disciplined financial forecasting.
Todd has more than 20 years of experience at the company in both field operations and corporate roles. Prior to becoming CFO, he led the Audit, Financial Operations and Treasury departments. He also provided leadership for the implementation of economic information and planning systems.
Todd holds a Bachelor of Science degree in Finance from the University of Arizona. He also received a Master of Business Administration degree from Regis University.
Rachel Mockler
EVP & General CounselRachel brings deep industry and operational knowledge as well as superior legal expertise. She joined the company in 2014, bringing 15 years of diverse experience.
Previous roles for Rachel include representing an energy company in Vancouver and High Speed 1 Railway in the United Kingdom. In May 2024, Rachel was inducted as a fellow of the Canadian College of Construction Lawyers. In 2022, Rachel was a finalist for the Western Canada General Counsel of the Year award.
Rachel earned an LLB, Law Degree and German Law Degree from the University of Liverpool. She also studied German Law at Westfälische Wilhelms-Universität Münster in Münster, Germany.
Jim Schneiderman
EVP – Mid-AtlanticJim brings to his role nearly 30 years of experience in the heavy civil construction industry. Under his leadership, the organization expanded its footprint in the Mid-Atlantic region and completed several significant projects such as the Rodanthe Bridge project, the Wellsburg Bridge project and the Winston-Salem Northern Beltway project. Jim is our senior executive representative for the Hampton Roads Bridge - Tunnel Expansion project in Virginia.
Jim holds a Bachelor of Science degree in Civil Engineering from Iowa State University. He is a licensed Professional Engineer in Florida and a licensed General Contractor in Florida, Georgia, Virginia and Tennessee.
Jesus Diez de Ulzurrun
EVP – Managed LanesAs Executive Vice President – Managed Lanes, Jesus leads one of FlatironDragados’ most strategically important growth sectors. In this role, he leads the SR 400 Express Lanes project in Metro Atlanta.
With more than 20 years of engineering and construction experience, Jesus has played a key role in advancing the company’s business and supporting critical growth initiatives. He began his career with the organization as a Project Manager and progressed through increasingly senior leadership positions, most recently serving as Executive Vice President of Subsidiaries.
Throughout his career, Jesus has helped strengthen the company’s presence in the U.S. market and has provided executive leadership on some of the East Coast’s most complex transportation infrastructure and P3 projects.
He holds bachelor’s and master’s degrees in Civil Engineering from Universidad Alfonso X in Madrid.
Ramón Fiuza
EVP – Large ProjectsRamón provides executive leadership and oversight for the company’s largest and most complex infrastructure projects. He brings to this role more than 35 years of experience in the delivery of large and complex construction projects throughout North America, Africa and Europe.
In Canada, Ramón contributed to the South Fraser Perimeter Road P3 project before being appointed Senior Vice President for Western Canada. In the United States, he has held leadership positions across the western and southwestern regions, as well as in Hawaii. He is currently based in Atlanta.
Ramón holds a Master's in Civil Engineering from the Polytechnic University of Madrid.
José Luis Méndez Sánchez
EVP - Large ProjectsJose Luis provides executive leadership and oversight for the company’s largest and most complex infrastructure projects, including the Pearl Harbor Dry Dock Replacement Project in Hawaii and the Gordie Howe International Bridge, connecting Michigan and Ontario.
His extensive experience delivering large, complex infrastructure projects includes the Hampton Roads Bridge-Tunnel in Virginia; the Harbor Bridge Replacement and SH 288 Toll Lanes in Texas; California High-Speed Rail Segments 2 and 3; the LAX Automated People Mover in Los Angeles; the LIRR Third Track Project in New York; the Alaskan Way Viaduct Replacement Program in Washington; and the Northeast Anthony Henday Drive in Alberta.
Jose Luis began his career in Spain, coming to North America in 2011. He has served as President of Dragados – USA where he was responsible for five subsidiaries.
He holds a Master of Engineering from the University of A Coruña in Spain.
Alicia Lopez
SVP & Chief Innovation OfficerAs Chief Innovation Officer, Alicia leads FlatironDragados' innovation strategy and digital transformation, positioning the company at the forefront of technological advancement in the construction industry. She also provides executive oversight for Design Management, guiding engineering and design delivery from pursuit through substantial completion.
Alicia has been instrumental in building a culture of innovation across the organization, championing initiatives in data strategy, virtual design and construction (VDC), building information modeling (BIM), and the integration of artificial intelligence into construction and core business operations. She brings more than 25 years of international experience spanning Europe, India, the Middle East and North America.
Alicia holds bachelor's and master's degrees in Civil Engineering from the Polytechnic University of Madrid, a bachelor's degree in Business Administration and Management from UNED in Madrid, and a master's degree in Public-Private Partnerships (P3) from the International University of La Rioja. She is a licensed Professional Engineer and a DBIA-certified professional.
Matthew T. Schatz
EVP – Human ResourcesMatt has more than 20 years of experience in labor and employment law, legal compliance and human resources management. As a strategic leader, he provides guidance on a broad spectrum of workforce-related matters, helping FlatironDragados navigate complex HR and legal challenges with a people-first, values-driven approach.
Matt leads his team in cultivating a high-performance culture centered on employee development, recruitment, retention and continuous improvement. Under Matt’s leadership the HR function supports the company’s projects and subsidiaries, aligning people strategies with overall business objectives.
Matt is a licensed attorney and holds an undergraduate degree in political science and economics from Drew University and a JD from New York Law School.
Sven Stranzenbach
SVP – Risk ManagementSven leads FlatironDragados risk management function with the goal to protect the company’s balance sheet by developing and implementing appropriate risk identification, mitigation and transfer strategies for our contracts.
Sven joined the greater parent organization in 2002 and moved to the U.S. in 2008. During his career, he has led various finance, risk management and operations roles in Europe and North America.
Sven earned a Diploma degree in Civil Engineering from RWTH Aachen University in Germany and a Master of Science degree in Construction Management and Economics from the University of Birmingham in the United Kingdom.
David Cunningham
EVP & Chief Administrative OfficerWith more than 30 years of leadership experience in human resources management, organizational development and organizational effectiveness, David is responsible for shaping and executing the company's long-term strategy and strengthening the overall value proposition. He is responsible for employee communications and engagement activities to foster an inclusive work environment.
David joined the organization in 2016 as the Director of Human Resources. During his tenure he held roles of progressive responsibility including SVP of Human Resources. David holds a Bachelor of Arts from California State University in Northridge and is a graduate of the Executive Development Program at the University of Virginia Darden School of Business.
