Significance: Once complete, the key infrastructure upgrades to modernize rail, highway and active transportation facilities will enhance mobility along San Diego County’s northern coastline.
The North Coast Corridor earned two industry awards recognizing collaboration, coordination and delivery across one of Southern California’s busiest transportation corridors.
The FlatironDragados, Skanska and Stacy Witbeck joint venture delivered the work in collaboration with Caltrans and the San Diego Association of Governments.
2026 SWCPA EPIC Award for Partnership
The project received the 2026 Southwest Concrete Pavement Association Excellence in Paving & Infrastructure Construction (EPIC) Award for Partnership during the California Concrete Pavement Conference on April 22 at the University of California, Davis.
The EPIC award recognizes projects that demonstrate strong teamwork across organizations, open communication, problem-solving and alignment between public agencies and private partners.
2026 APWA Project of the Year Award
The project also earned the 2026 Project of the Year Award in the Transportation More than $75 Million category from the American Public Works Association San Diego & Imperial Counties Chapter.
The award recognizes the HOV Expansion Project in Segments 4AB and 4C, submitted on behalf of Caltrans District 11. The work reflects strong coordination across agencies and partners to deliver improvements along a critical corridor.
Together, the recognitions highlight the partnership and coordination required to deliver large-scale infrastructure improvements that support mobility throughout the San Diego region.
